REQUEST FOR QUOTES

The U.S. Embassy in Yaoundé is soliciting quotes from vendors, to provide high-end, professional grade dedicated (not shared) unlimited usage Internet Services. The following specifications are requirements of the contract:

A. Bandwidth = 4.0 Mbps (IN) and 4.0 Mbps (OUT) with unlimited usage.
B. Bandwidth = 6.0 Mbps (IN) and 6.0 Mbps (OUT) with unlimited usage.
C. Bandwidth = 8.0 Mbps (IN) and 8.0 Mbps (OUT) with unlimited usage.

The U.S. Embassy will review this range of service options which are mutually exclusive.

D. At least two static Public IP addresses for VPN equipment, network mask, and default gateway IP address.
E. ISP Interface connectors: RJ-45 with 10/100BaseT interface.
F. ISP Availability: "Always on."
G. ISP Connection shall NOT use Network Address Translation (NAT).
H. ISP shall permit all IP protocols (including but not limited to UDP, TCP, and IPSEC) to transit without filters or proxies. Unfiltered access to the Internet is required without any firewall blocking.
I. ISP shall permit installation of customer VPN encryption devices on circuit.
J. ISP shall permit Ping and trace route traffic from 169.252.0.0/16 and 169.253.0.0/16 shall be allowed to your connection (RJ45 10/100BaseT router interface which terminates the VPN encryption device).
K. Service Level Agreement: Latency <= 100 ms, packet lost <= .1% and availability 99.9%
L. Customer service: 24-hour, 7-days a week access to live customer service, with immediate response time.

Minimum requirements:

1. Experience in providing Internet services to other international or “large” organizations.
2. Possession of or the ability to obtain all permits, licenses, and appointments required for the work under this contract.
3. Adequate financial resources or the ability to obtain them.
