Douala International Container Terminal (DIT) is ideally located in the Gulf of Guinea, the logical gateway to many Central African countries.



This position offers an outstanding opportunity to join the global team at APM Terminals and contribute to the success of the organization. The position reports to the Operations Manager.


Purpose/Summary:
Based at Douala International Terminal in Douala Cameroun the Deputy Operations Manager with direct report to the Operations Manager is responsible for execution of all aspects of daily operations within the terminal according to guidelines and targets as laid down by Terminal Management. Particular emphasis will be on communication with shipping line line community, landside tranporters and authorities.
It is the intention that successful Deputy Operations Manager candidate will be given the opportunity to assume Operations Manager position in 6-8 months time on the condition of proven ability and satisfactory performance.


Key responsibilities for this position include:
• Management of the whole operations team with due regard to safety, high productivity and customer service
• Develop and maintain relationships with clients, vendors and agencies
• Able to substitute for Operations Manager if/when required

· Ensure that the terminal vision and directions are executed at all times. Be involved in all process monitoring and consistently participate in process improvement.
· Ensure that the plans as well as the strategy have been effectively communicated to every member of the team. Assign specific accountability to each department and/ or individual.

Job Requirements :
EDUCATION, EXPERIENCE AND SKILL REQUIREMENTS:
· University degree or marine related qualifications.
· Post graduate studies in Port and/or Terminal Management, or related business studies.
· At least 3 years in management roles in container terminals or operations.
· Understanding of modern terminal operations including TOS and EDI applications.
· Understanding of the container shipping industry and an ability to relate with shipping company and other associated industry managers.
· Preferably native French speaker but must possess well-developed oral, written communications and report writing skills in both English and French.
· Knowledge of RO-RO vessels, vessel crane operations and handling of break-bulk cargo
· Understanding of the container shipping industry and an ability to relate with shipping company and other associated industry managers.
· Effective negotiation and conflict resolution skills
· Ability to provide leadership, obtain cooperation and assistance to meet objectives.
· Ability to work under pressure, anticipates potential problems and diagnoses, evaluate and resolve logistical problems as they happen in order to meet operational performance objectives and deadlines.
· Thoroughly familiar with the strict implementation of international standards of safe working practices within marine, stevedoring and terminal operations.
· Conversant with the International Maritime Organization (IMO) regulations for the on board segregation of hazardous cargoes and storage within a terminal area.
· Computer literacy with working knowledge of standard MS Office programmes, such as Word/Excel/Outlook
· Current driving license
· Previous experience in Africa to be a plus

The U. S. Embassy in Yaoundé is seeking an individual for the position of SSH/DHRF Administrator.

Basic Function of Position:
The incumbent is one of the administrators for the Special Self-Help/Democracy and Human Rights Funds (SSH/DHRF) program in Cameroon, covering approximately 20-25 SSH/DHRF projects. Incumbent is one of the individuals responsible for the SSH/DHRF program management and implementation, and financial management. Duties and responsibilities include receiving, evaluating and recommending proposals for SSH/DHRF funding for Cameroon; preparing accounting documents and following up with Accra (regional accounting station) to verify that money has been disbursed and has been properly used by grantees; writing monthly program updates assigned by the SSH/DHRF Coordinator for the newsletter, targeting a broader audience outside the Embassy; managing the program funds and maintaining adequate financial and administrative records for each funded activity.

Qualifications Required:
Note:
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1. Education: Two years of College/University studies is required.

2. Experience: Two years experience in project management or a responsible administrative position in project management field is required. Experience must be in an international institution or NGO or in a large local institution.

3. Language: Level IV (Fluency) Speaking/Reading/Writing English and French is required and will be tested.

4. Knowledge: Applicant must have good knowledge of project management, basic knowledge of mathematics and accounting and good knowledge of the customs and cultures of Cameroon. Job Knowledge will be tested.

5. Skills/Abilities: Applicant must be computer literate and have good knowledge of “Word” and “Excel” Microsoft Office Applications. Applicant must have excellent interpersonal, writing, and organizational skills. Public speaking skills are an important element of the job; employee must feel comfortable addressing medium and large groups and presenting information about the SSH/DHRF programs, often impromptu. Ability to translate from English into French and vice versa, to plan, arrange, and administer all programs, to work in a high-volume and high productivity environment is essential. Applicant must be able and willing to travel frequently to remote parts of Cameroon to monitor and evaluate projects. Skills and abilities will be tested.
