The U. S. Embassy in Yaoundé is seeking an individual for the position of Regional Translator.

Basic Function of Position
Incumbent serves as a Regional/Bureau translation resource, shared amongst constituent countries in Africa. S/he translates cables, demarches and other documents (from English to French and vice versa), drafts diplomatic notes and other documents, and serves as an available interpreter. S/he provides ‘common’ translation of documents into French for use by all constituents served, as well as translation unique to one or more countries.

Qualifications Required
Note:
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1. Education: A university degree in bilingual studies (English and French) and Post-university studies (minimum 2 years) in English/French translation with a recognized certification in translation are required.

2. Experience: Three years’ English/French translation and interpretation experience in an international institution or any organization that executes international programs and policies is required.

3. Language: Level V (Professional Translator) with English as target language, and Level IV (Fluency) Speaking/Reading/Writing French are required and will be tested.

4. Job Knowledge: Good understanding of political, economic and diplomatic practices in one or more constituent countries. Good knowledge of regional resources for obtaining new information related to politics and economy. Good comprehension of U.S. foreign policy objectives. Extensive political, economic and diplomatic grammar and vocabulary for both English and French. Good knowledge of translation concepts used in rendering accurate, clear translations that capture the meaning and intent of an original document. Must be computer literate in MS Office (Word, Excel and PowerPoint) and Internet and must be able to master SharePoint or similar web-publishing software. Job knowledge will be tested.

5. Skills/Abilities: Interpretive abilities that will guarantee translated documents capture the meaning and intent of an original document. Adaptability, organizational skills and the ability to manage and balance multiple tasks related to multiple translation tasks in an accurate form, in an expedient manner. Must have excellent writing skills and demonstrate tact and diplomacy in dealing with conflicting demands.

SELECTION PROCESS:

When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA:

1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.

2. Current employees serving a probationary period are not eligible to apply.

3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

4. Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.

6. The candidate must be able to obtain and hold a Locally Employed Staff security clearance.
