The U. S. Embassy in Yaoundé is seeking an individual for the position of PEPFAR Coordinator.
Basic Function of Position
Under the supervision of the Deputy Chief of Mission, the incumbent is the primary point of contact and coordinator of activities related to the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) in Cameroon, and plays a critical role in planning, implementing, monitoring, and reporting program performance. The incumbent is responsible for the biannual Country Operational Plan, the Semi-Annual Performance Review, and Annual Performance Review. S/he is also responsible for facilitating communication between USG agencies, responding to action requests, sharing policy guidance, handling logistical arrangements for inter-agency work, disseminating meeting records, mediating inter-agency conflicts, and coordinating temporary duty visits. Duties also entail working in collaboration with Cameroon Government Ministries/Offices and other development partners, including the Global Fund to Fight AIDS, TB and Malaria (Global Fund) and its Country Coordinating Mechanism to ensure optimal integration of USG efforts with those of others.

Qualifications Required Note: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Education: A Bachelor degree in public administration, public management, public health, public health policy, development policy, or environmental health is required.
2. Experience: At least five years of proven experience working with international or domestic development programs and project management.
3. Language: Level IV (Fluency) Speaking/Reading/Writing English and level III (Good Working Knowledge) Speaking/Reading/Writing French are required and will be tested.
4. Job Knowledge: The incumbent must be conversant with the concepts and terminology of International development. Must be familiar with the HIV/AIDS epidemic and the programs to prevent and mitigate its effects, cross-cultural practices and professional workplace environments. Incumbent must be able to locate reference materials, research and interpret factual data, compile and present the data in an appropriate format. Incumbent must be proficient with accounting systems and techniques in order to exercise oversight and implement adequate management controls to avoid abuse or mismanagement of funds. Knowledge of Cameroonian government organization and structures is essential. Job knowledge will be tested.
5. Skills/Abilities: The incumbent must have strong organizational, communication, and diplomatic skills. Must be able to function in a collaborative and collegial environment, have balanced judgment and be capable of prioritizing and executing work assignments with limited supervision. Incumbent must be highly proficient in word processing applications (Word), Spreadsheets (Excel), presentation graphics (PowerPoint), and database use. Strong and positive interpersonal and leadership skills are required. Must be able to communicate effectively with U.S. Government and host country officials.
SELECTION PROCESS:
When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
ADDITIONAL SELECTION CRITERIA:
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
6. The candidate must be able to obtain and hold a Locally Employed Staff security clearance.
