BASIC FUNCTION OF POSITION
Under the direct supervision of the Guard Force Commander and the general supervision of the A/RSO, incumbent serves as Administrative Clerk for the Local Guard Force (LGF) and provides administrative, secretarial, time and attendance, and other clerical support to LGF operations at the U.S. Embassy in Yaounde.

QUALIFICATIONS REQUIRED:

1.      Education: Completion of high school education (GCE “A” level or Baccalauréat) is required.

2.      Experience: At least two years of secretarial or administrative experience in an international organization or large local institution is required.

3.      Language: Level III (Good Working Knowledge) Speaking/Reading/Writing English and French are required and will be tested.

4.      Job Knowledge:  Applicant must have a good working knowledge of English and French Grammar, spelling and punctuation; must have good knowledge of administrative procedures and time management to effectively manage job tasks and responsibilities. Job knowledge may be tested.

5.      Skills and Abilities: Incumbent must be able to interact with employees tactfully, inspire their confidence and trust, and maintain a pleasant attitude despite numerous work pressures and deadlines; must be able to work independently for routine work and provide excellent customer service; must be computer literate (good at Word, Excel and e-mail) and have typing skills of 40 w.p.m. minimum. Human Resources Clerk: Major Duties and Responsibilities

Recruitment/Employment – 55%
Assists in the recruitment of LGF staff: drafts vacancy announcements for HR Specialist’s clearance before publication; draws up candidates list and calls up qualified candidates for interview; coordinate with other sections to request for building access and escorts applicants in and out the building during interviews; sits with applicants during language test; ensures that job vacancy folders are documented, containing all applications, test results, selection memos/interview sheets from supervisors, and hire/regret letters; drafts regret and "Thank you" letters to applicants that were not selected; maintains rejected application forms up to 6 months; develops and maintains the employment tracking spreadsheet to upkeep all recruitment related actions. Send advance notification and reminders to LGF supervisors for LGG staff evaluation reports. Receives LGF staff evaluation reports, prepares and sends the list of overdue evaluation reports to the HR Specialist. Drafts all required employment attestations for LGF staff, checking in the Web Pass system and in Employee folders to make sure that employment information including current salary, service computation dates are accurate. Is responsible for reviewing LGF staff time and attendance report submitted by the LGF sub-timekeeper.
Clerical/Word Processing – 40%
Drafts, prints and files LGF staff personnel actions. Occasionally translates documents from English to French and vice versa.  Is responsible for the maintenance of LGF staff Official Personnel Folders (OPF).  Assists in the organization of the Awards Ceremony. This includes receiving and preparing LGF staff awards forms and relevant documents; printing and photocopying awards certificates; organizing arrangements for guard retirement ceremonies; coordinating with Guard Supervisors to contact retirees; drafting summary of performance; making sure the plaques and certificates are ready.
Assists Others – 5%
Serves as back up to the HR Administrative Assistant and provides assistance to other HR colleagues when necessary.

Guard Force Commander: Major Duties and Responsibilities

Provide Direction and Operational Leadership to Local Guard Force – 70%
  • Must be familiar with all aspects of the operational guard program, to include the General Orders and the Post Orders, as well as knowledge of the characteristics of each post. 
  • Insure that all guards, supervisors and patrols report to their post on a timely basis and that all senior guards and supervisors have carried out their responsibilities. The Guard Force Commander will organize all breaks for guards under their control.  All guards will get a 15 minute break once every 4 hours during an employee's tour of duty.  Meal breaks shall be scheduled at an appropriate time during tour of duty.
  • Serves as the direct link between the Local Guard Force, MSG on Post #1, Local Guard Coordinator  and the RSO.  Any unusual occurrence or incident will be reported to one or more of these officers.
  • Randomly check guards as well as Supervisors to insure that there are no problems requiring resolution and that all guard personnel are performing their assigned tasks.
  • Maintain radio contact with the Dispatcher, the Mobile Patrols, senior guards and the supervisors at the various installations.
  • Ensure that Incident Reports are properly written and disseminated and ensure that any reports required to be submitted to the RSO's office are accomplished on a timely basis.
  • Available at all times to respond to any problems or situations that occur during his tour of duty.
  • Report all infractions of the General or Post Orders to the LGF Coordinator and the RSO.
Emergency Response – 10%
  • During an emergency situation, is expected to take charge, issuing appropriate orders to subordinates to eliminate the problem, or executing any orders given to him by the LGF Coordinator or RSO, or other superiors.
Surveillance – 10%
  • Impress upon his supervisors and senior guards the need for all guards to be on the constant alert for any criminal or terrorist surveillance directed against the Embassy or other official facilities, or its personnel, and that all guards have been properly trained in recognizing surveillance.
Guard Electronic Monitoring System (GEMS) – 10%
  • The Guard Force Commander will review the GEMS reports prior to handing them to the RSO.

The U. S. Embassy in Yaoundé is seeking an individual for the position ofDeputy Guard Force Commander.
BASIC FUNCTION OF POSITION
Under the direct supervision of the Guard Force Commander and the general supervision of the A/RSO, incumbent provides work guidance to the 10+ Guard Supervisors who oversee the individual members of the Local Guard Force (LGF), the Mobile Patrol Units and the coordination and implementation of training as directed by the RSO and A/RSO at the U.S. Embassy in Yaounde. Duties include resolving incident or disciplinary reports, managing LGF operations (development of the shift schedules, ensuring that all posts are appropriately staffed and that the LGF are supplied with the appropriate number of hours and breaks) and training 200+ member guard force (creating the Guard Training Plan, determining a budget requirement for approval, and maintaining the inventory of training-related equipment and supplies).

QUALIFICATIONS REQUIRED:
Note:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. 

1.  
Education: A Bachelor’s Degree in Criminal Law or any security related field is required.

2.      
Experience: At least two years of progressively responsible experience in the commercial security guard business, civilian or government police, or military, with at least one year experience conducting training or teaching is required.

3.      
Language:  Level III (Good Working Knowledge) Speaking/Reading/Writing English and French are required and will be tested.

4.      
Job Knowledge:  Good knowledge in physical security protection, standard security practices and procedures, and use of standard security equipment and digital cameras are required. Job knowledge may be tested.

5.      
Skills and Abilities: Applicant must possess the skills and abilities necessary to train so that the LGF is able to quickly understand what they are being taught.  This includes both institutional knowledge and strong presentation and public speaking skills.  He/she must also be able to communicate training plans, to include budget and inventory needs, in writing for review by the Guard Commander, Security Coordinator, and RSO/ARSO as needed. In addition, the incumbent must have strong organizational skills to prepare training plans and maintain administrative and incident logs pertaining to his/her supervisory duties; must be reliable in attendance and performance;  should have the ability to deal politely and tactfully with the public and employees;  must be courteous, tactful, but firm at all time and be able to respond to a wide range of situations; must be alert, observant, and able to communicate easily with all level of staff and visitors; should have the ability to write reports, evaluations, and organize guard schedules; must have good computer skills on Word, Excel and E-mail, and be able to use Intranet to search regulations; must have good customer service and interpersonal skills. A valid category B driver’s license is required.  Skills and abilities may be tested.
