The U. S. Embassy in Yaoundé is seeking an individual for the position of Financial Analyst. Position is located at the Centers for Disease Control and Prevention Office in Yaounde, Cameroon.
The selected applicant will be recruited at grade 9 for one year to allow him/her acquire knowledge of United States Government financial processes and  the U.S. Embassy and the Centers for Desease Control. general internal operating procedures.  A selected applicant who already has this knowledge will be recruited at the full performance level.
Basic Function of Position:
The incumbent reports to the Deputy Director, CDC Cameroon, and provides leadership, coordination and management of CDC Cameroon budget and financial support services.  Job holder is the senior specialist responsible for day-to-day budget management of CDC programs funded under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) or other public health endeavors. Job holder responsibilities include budgeting, accounting, financial analysis and reporting for operating and non-operating expenditures.  Job holder will also have responsibility for developing the agency’s operating budget, tracking expenses and providing liaison with the Department of State’s financial management office.  Job holder provides specialized financial advice and recommendations on long-term resource requirements, forecasts and projections on the various CDC PEPFAR budgetary and financial activities in country.  This is in addition to the close working relationship job holder must have with the implementing partners in order to ensure that their financial statements and reporting meet requirements established for public health programs.

Qualifications Required:
Note:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. 
1.      Education:  A Bachelors degree in Business Administration, Accountancy, Economics, Banking or Finance is required.
2.      Experience: at least five years of progressively responsible work experience in accounting, auditing, or financially oriented business management is required.
3.      Language: Level III (Good Working Knowledge) Reading/Writing/Speaking English and French are required and will be tested.   
4.      Knowledge: Must have detailed and thorough knowledge of the theory and practice of accounting.  Must have knowledge of generally accepted accounting principles and standards.  The position requires a thorough knowledge of budget development, execution, and analysis, including technical procedures and methods for computing and reporting for financial programs. 
5.      Skills/Abilities: Incumbent must be able to work independently to assess inconsistencies in complex financial data and to collaborate with technical staff in preparation of budgets for technical projects.  The incumbent must have excellent analytical skills and be highly innovative to achieve greater financial and operational efficiency.  Incumbent must possess advanced personal computer skills with experience using word processing and spreadsheets, especially Microsoft Excel.  Incumbent must have intermediate level experience in data analysis and data entry.
SELECTION PROCESS:
When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference.  Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
ADDITIONAL SELECTION CRITERIA:
1.  Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 
2.  Current employees serving a probationary period are not eligible to apply.
3.  Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4.  Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
6. The candidate must be able to obtain and hold a Locally Employed Staff security clearance.
