The U. S. Embassy in Yaoundé is seeking a Security Coordinator.
Basic Function of Position
Incumbent is responsible for the day-to-day overall operational management of the security team and program. Duties include: coordinating the daily operational planning of the security team under his/her supervision ; serving as liaison with other agencies and offices at post and with the host government security elements on security matters; planning and coordinating security team trainings; ensuring that the security team reports are documented and entered into the security database; preparing the annual security budget submission; assisting the Regional Security Office in the administration and logistical support requirements for security team; and serving as back-up to the Embassy’s local Investigator. Qualifications Required
Note: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Education: Completion for Secondary School (“A” Level or “Baccalauréat”) is required.
2. Experience: At least two years of military, police, or private experience in the field of security, plus at least one year of supervisory experience are required.
3. Language: Level IV (Fluency) Speaking/Reading/Writing English and level III (Good Working Knowledge) Speaking/Reading/Writing French are required and will be tested.
4. Job Knowledge: Applicant must have a thorough knowledge of security techniques, and must be familiar with local traffic patterns, pedestrian behaviour, and travel routes. Applicant must have an in-depth knowledge of the organizational structure of the local security (police and gendarmerie) and an in-depth knowledge of local laws and legal procedures as they relate to internal security. Applicant must know how to conduct investigations and report investigation results. Computer Literacy in MS Office (Word and Excel) and a category B driver’s license are required.

5. Skills/Abilities: Applicant must be able to manage the work of others in a team environment and use tact and diplomacy to make inquiries and obtain sensitive information. Applicant must have basic arithmetic skills.
Selection Process:
When equally qualified, U.S. Citizen Eligible Family Members (AEFMs) and U.S. Veterans will be given preference. Therefore, it is essential that the candidate address the above-listed required qualifications in the application.
Additional Selection Criteria:
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Currently employed U.S. Citizen EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
4. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

DEFINITIONS
1. AEFM: A type of Eligible Family Member who is eligible for direct-hire employment on either a Family Member Appointment (FMA) or Temporary Appointment (TEMP) provided s/he meets all of the following criteria:
--U.S. citizen;
--Spouse or dependent who is at least age 18;
--Listed on the travel orders of a Foreign or Civil Service or uniformed service
member permanently assigned to or stationed at a U.S. Foreign Service post or
establishment abroad with a USG agency that is under COM authority;
--Is resident at the sponsoring employee’s or uniform service member’s post of
assignment abroad, approved safe haven abroad, or alternate safe haven abroad; and
--Does not receive a USG annuity or pension based on a career in the U.S. Civil,
Foreign or uniform services.
2. EFM: Family Member at least age 18 listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed to a U.S. Foreign Service post or establishment abroad with a USG agency that is under COM authority who does not meet the definition of AEFM above.
3. Member of Household: A MOH is a person who: 1) has accompanied, but is not/not on the travel orders of a U.S. citizen Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a U.S. Foreign service post or establishment abroad; 2) has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; and 3) resides at post with the sponsoring employee.
4. Ordinarily Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permits for employment in country.
5. Not Ordinarily Resident (NOR): Typically NORs are U.S. Citizen EFMs and EFMs of FS, GS, and uniform service members who are on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.
