The U.S. Embassy in Yaoundé is soliciting quotes for logistical and administrative support to conduct a survey of facilities that provide services that prevent the transmission of HIV from mother to child. The vendor will provide all supplies and materials needed for the implementation of the facility survey, including transportation, lodging and related travel expenses for persons conducting survey activities.
Minimum requirements:
1. Experience providing administrative or similar services for fee for government, non-governmental organizations or other international partners.
2. Familiar with the organization and operations of the Ministry of Health at the central and peripheral levels.
3. Demonstrated capability of understanding the objectives of the project and collaborating with officials of the Ministry of Health.
4. A performance or payment bond, cash security, bank letter of guarantee will be required to ensure that the contractor will in fact commence and complete work as specified in the purchase order.

Basic Function of Position:
Under the supervision of the Dispatcher and the Motor Pool Supervisor, serves as chauffeur for the United States Embassy in the GSO-Motor Pool section. Drives vehicles (motorcycle, passenger car, station wagon) within the city of Yaoundé or its vicinity. Also drives on long trips out of Yaoundé. Checks vehicle condition according to Motor Pool check procedures, keeps vehicle operation records and keeps vehicle clean and in presentable condition at all times. Makes minor repairs, changes tires as necessary and reports other needed repairs to the Motor Pool Supervisor. Keeps vehicle ready for operation through checking brakes, all fluids, belts, windshield wiper blades, head and signal lamps and gasoline and tire pressure. Provides assistance to the Airport Expediter as needed.

Qualifications Required:
Note: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Education: First school leaving certificate plus a valid driver’s license, Category A-B-C-D
2. Experience: At least two years driving experience for an international organization or for a large local institution
3. Language: Level II (Limited Knowledge) Speaking/Reading/Writing English and Level II (Limited Knowledge) Speaking/Understanding French are required and will be tested.
4. Knowledge: Must know Cameroonian traffic laws and have a good knowledge of Yaoundé’s streets. Must be able to make minor repairs on vehicles.
5. Skills/Abilities: Must be able to perform minor preventive maintenance or repair of vehicles. Must be able to pass the pre-employment eye examination.
SELECTION PROCESS:
When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
ADDITIONAL SELECTION CRITERIA:
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
